What “rated” and “schooling” actually mean
A rated show is licensed by USEF: points count toward year-end awards, the rulebook applies, and stewards are on the grounds to enforce it. A schooling show is unrecognized, usually run by a barn or a local association, and the organizer sets the rules. That difference is exactly why the dress code changes: at a rated show the rulebook decides what you wear, and at a schooling show management does.
What to wear at a rated show
